Aircraft Rescue and Fire Fighting (ARFF) Foam Transition

The Lee County Port Authority is seeking bids from qualified parties to provide services for transitioning Aircraft Rescue and Fire Fighting (ARFF) vehicles and equipment from aqueous film forming foam (AFFF) to synthetic fluorine free foam (SFFF). The project includes removal of AFFF storage tanks and associated piping, draining and removal of AFFF from seven ARFF vehicles, rinsing and cleaning of foam tanks, testing of ARFF vehicles with SFFF, and disposal of waste materials. • The project requires attendance at a mandatory pre-bid meeting and two mandatory site visits. • Bidders must have a representative from their firm attend the mandatory pre-bid meeting and site visits to have their bid response accepted. • The project involves working with ARFF vehicles and equipment at two locations: Station 91 at Page Field (FMY) and Station 92 at Southwest Florida International Airport (RSW). • The project requires compliance with FAA Part 139 requirements for F3 testing and calibration. • The project includes disposal of waste materials, including AFFF, rinsate from cleaning and testing operations, and bulk items from the AFFF tanks and associated piping.
