Description

NASA Langley Research Center is seeking a qualified contractor to provide “Access‑to‑Space” services for the Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) payload. The contractor will be responsible for delivering a spacecraft bus and launch‑vehicle services, integrating the GLIMR instrument, performing environmental testing, securing spectrum and orbital‑slot authorizations, conducting launch and in‑orbit checkout, and operating the spacecraft and payload for a baseline 12‑month mission with two optional 12‑month extensions. The work includes design, integration, ground‑segment development, contamination‑control, data‑delivery, and full mission‑operations support, all under a firm‑fixed‑price contract with AS‑9100 quality‑system compliance. • Provide spacecraft, launch‑vehicle procurement, integration, testing, and launch to GEO. • Design and field the ground‑segment (GMOC/GSDS) for command, telemetry, and data archiving. • Manage 90‑day in‑orbit checkout and up to 5 years 6 months of on‑orbit operations, including anomaly resolution and post‑mission data retention.

Budget estimate

$150,000,000 – $300,000,000

No award ceiling is disclosed; however, a full spacecraft bus, launch services, ground‑segment development, and multi‑year operations typically run in the low‑ to mid‑hundreds of millions of dollars. Assuming a baseline 12‑month operations period plus two 12‑month extensions, plus launch and integration costs, a reasonable estimate is between $150 million and $300 million. Factors influencing the range include launch vehicle selection, spacecraft complexity, and the extent of ground‑segment infrastructure.
