Description

The Department of Homeless Services is soliciting proposals to develop, operate, and manage “drop‑in” facilities that provide safe, 24‑hour access for street‑homeless single adults in New York City. Facilities must be ADA‑accessible (or made so), offer showers, meals, case‑management, housing placement, and coordinated medical/psychiatric services, and must meet utilization and transition‑to‑permanent‑housing targets. Contracts are initially five years with an optional four‑year renewal, and the procurement is open‑ended, allowing multiple awards as funding becomes available. • 24‑hour, no‑curfew drop‑in centers serving up to 80 single‑adult clients per site. • Required services: meals, hygiene facilities, on‑site or linked health/behavioral services, case management, housing assistance, security, and ongoing data/reporting to DHS. • Minimum experience: ≥ 3 years operating similar homeless‑service programs; nonprofit status (501(c)(3)) and PASSPort pre‑qualification required. • Site‑control documentation must cover the full five‑year term (deed, lease, or letter of intent). • Community‑hiring rules apply for contracts > $3 million (one low‑income hire per $500 k of contract value).

Budget estimate

$2,000,000 – $5,000,000

The RFP’s summary estimates the total procurement ceiling at $75 million for up to 25 contracts, implying an average contract value of roughly $3 million. Community‑hiring rules trigger only for contracts > $3 M, suggesting many awards will be in that range. Assuming a typical award falls between $2 million and $5 million (depending on site size, location, and ancillary services), the client could realistically expect earnings in the low‑ to mid‑single‑digit‑million dollar range over the five‑year base term. Factors influencing the final amount include the number of facilities awarded, startup funding negotiations, and any performance‑based incentives.
