Description

The Spokane County is seeking proposals from qualified vendors to design, provide, install, and maintain Point-of Entry Treatment (POET) filter systems for homes on West Plains that have tested positive for per-and polyfluoroalkyl substances (PFAS) in their private water supply. The selected firm will be required to perform services including site assessments, system design and selection, installation, testing and commissioning, maintenance and support, and regulatory compliance. The project is part of the County's response to PFAS contamination in drinking water and is aligned with the Washington State Department of Health (DOH), Department of Ecology (DOE), and Department of Commerce regulations and guidance. Key aspects of the project include: • Current funding for POET system installations is available for over 100 homes, with potential for additional funding in future years. • Appropriate filter certification may include National Sanitation Foundation (NSF)/ANSI or other third-party verified performance. • The firm selected will be required to furnish and maintain all insurance as required, including general liability, automobile liability, workers' compensation, and professional liability insurance. • The contract will be nonexclusive, and the County may award work to other firms. • The firm will be required to comply with all applicable state and local laws, regulations, requirements, and program guidance.

Budget estimate

$1,000,000 – $5,000,000

The budget for this project can be estimated based on the scope of work and the number of homes that will be served. Assuming an average cost of $10,000 to $20,000 per POET filter system, the total cost for 100 homes would be $1 million to $2 million. Additionally, the contract may include ongoing maintenance and support services, which could add to the overall budget. Considering these factors, a reasonable estimate for the budget would be between $1 million and $5 million.
