One (1) New, Unused Current Model Year or Newer, Front-End Wheel Loader with Bucket & V-Plow

The City of Watertown is seeking bids for one new, unused, current model year or newer front-end wheel loader with a bucket and V-plow. The loader must meet specific minimum specifications, including a four or six-cylinder turbocharged diesel engine, a cold-weather package, and a hydraulic system that can power all hydraulics at the same time. The bid price must include all labor, component parts, equipment, and services required to fully complete and deliver the specified unit. The city reserves the right to reject any or all bids and to waive any irregularities in any bid. • The loader must have a factory-advertised minimum operating weight of 30,000 lbs and a maximum operating weight of 31,800 lbs. • The loader must have a wheelbase with a minimum of 9’-5” and a maximum of 9’-10”. • The loader must have a turning radius measured outside of tire, minimum of 17’ and a maximum of 17’-8”. • The loader must have a height to top of cab, including any fixed exterior lights, to be a maximum of 11’ 1”. • The loader must have a hinge pin height minimum 12’-8”, maximum of 12’-11”. • The loader must have a full power shift with lock-up torque converter, min. 5 forward, 3 reverse speeds capable of on-the-go shifting or electronically controlled Hydrostatic Transmission (HST) w/ variable shift control system (4 speed ranges). • The loader must have inboard or outboard planetary gear drive to each wheel. • The loader must have a locking front differential and limited slip or locking rear differential. • The loader must have full hydraulic actuated, completely enclosed, sealed, and adjustment-free, separate circuits for front and rear axles. • The loader must have a parking brake equipped with a warning light or buzzer and be of sufficient design to hold the weight of the machine, while loaded on a slope. • The loader must have a hydraulic oil cooler. • The loader must have a battery disconnect switch. • The loader must have all exterior lights as LED. • The loader must have a 12v, 20-amp minimum converter for 2-way radio and accessories. • The loader must have a fully enclosed steel sound-suppressed premium cab that provides rollover protection in accordance with SAE J394/ISO 3471. • The loader must have a premium cab that includes a heavy-duty heater, front and rear defrosters, a cab filter and pressurized system, factory-installed air conditioner, front and rear windshield washers/wipers, dome light, floor mat, tinted safety glass, dual heated outside mirrors, inside rear-view mirror, premium sunshade/visors, and AM/FM Bluetooth radio. • The loader must have a premium air suspension type operator’s seat that is adjustable for operator height, weight, leg reach, and back angle preference. • The loader must have a seat belt and two adjustable arm rests. • The loader must have cab instrumentation that includes dash-mounted gauges and/or monitor system to include transmission oil temp, transmission oil pressure, fuel, engine coolant temp, hydraulic oil temperature, engine oil pressure, hour meter, voltage, vehicle speed, RPM, and DEF level. • The loader must have a backup camera system. • The loader must have audible and visual warnings for high engine and transmission temp, low engine and transmission oil pressure. • The loader must have a steering wheel with hydraulic power steering. • The loader must have joystick control for boom/bucket operation, forward and reverse, as well as attachment functions. • The loader must have a general-purpose 3.25 cubic yard bucket with bolt-on reversible cutting edges. • The loader must have a 12’ wide multi-directional (6-way) folding V-plow with a trip edge and minimum weight of 3,100 pounds. • The loader must have accumulators to protect the unit from hard hits. • The loader must have an oscillating mechanism to allow the plow to follow transverse changes in the road surface. • The loader must have all tires as L2 snow tread style, 20.5/R25 radials. • The loader must have a five (5) year, or 3,000-hour, 100% unconditional warranty on all parts, labor, travel, and other expenses associated with repair of warranted items. • The loader must have a certified service center located within 120 miles of Watertown, SD.
