Description
The State of Maine’s Department of Health and Human Services – Office of Aging and Disability Services (OADS) seeks a vendor to design, implement, host, and support a web‑based Random Moment Time Study (RMTS) system, provide ongoing training, and deliver required reporting.
• Develop and host a secure, web‑based RMTS tool for approximately 125 staff (75 OADS APS and 50 AAA participants).
• Provide quarterly, monthly, bi‑weekly, and pilot‑phase reports in Excel, plus raw data in XML, adhering to strict security, accessibility, and uptime requirements (≥ 99.5% availability, 1 outage/month max, RPO/RTO ≤ 24 hours).
• Deliver initial and ongoing webinar training, manage staffing structure for Moment assignment, and perform quality‑control on a 10 % sample of responses.
• Ensure compliance with MaineIT policies and NIST SP 800‑53 Rev 5 controls, store all data within the continental United States, and coordinate a seamless transition from the incumbent vendor.
• Submit a detailed work plan within 15 calendar days of contract start and maintain continuous support throughout the initial two‑year period with optional renewals.
