The U.S. Geological Survey (USGS) is offering a funding opportunity to a Cooperative Ecosystem Studies Unit (CESU) partner for research that will support the development of resources to expedite review and authorization of new projects. The research will focus on developing a cloud-native Environmental Review Partner Portal to support environmental review workflows and improve the availability and accessibility of sound ecological science products and data. The goal of this research is to provide timely and actionable science that helps resource managers make informed decisions related to project authorization and natural resource management. Key objectives include conducting discovery research to gather and synthesize necessary information on various management workflows, identifying primary project authorization workflows, and defining requirements to deliver improvements that will maintain integrity, expedite authorization, and improve transparency.
• The research will be conducted in partnership with the USGS and will require a performer with domain knowledge.
• The project will involve developing a user experience research plan, identifying primary project authorization workflows, and synthesizing where there is greatest commonality and divergence based on land ownership, scale, and statutory authority.
• The project will also involve defining requirements to deliver improvements that will maintain integrity, expedite authorization, and improve transparency.
• The USGS will provide funding for the project, and the recipient will be responsible for managing the day-to-day operations of the grant/cooperative agreement and sub-award supported activities.
