The U.S. Department of State, Bureau of Diplomatic Security, Physical Security Division, Research and Development Branch is seeking information from small business concerns to determine their capabilities and interest in performing large-scale blast testing and fragmentation characterization of Department anti-ram perimeter systems subjected to a simulated Vehicle Borne Improvised Explosive Device (VBIED) attack. The work includes two phases: Phase 1 will evaluate and characterize the debris generated from baseline Department anti-ram systems, and Phase 2 will evaluate and characterize debris generated from modified Department anti-ram systems. The project requires expertise in large-scale explosive testing, instrumentation design, post-test debris analysis, and engineering drawing development.
• The project involves testing and characterizing debris from anti-ram barriers under a 2,000-lb TNT-equivalent blast.
• The project requires the development of updated or new engineering drawings for inclusion in the DOS Physical Security Handbook (Red Book).
• The project involves monthly progress reporting and the submission of a capability statement addressing the company's ability to perform the required work.
• The project requires a test facility with a flat, open area capable of debris tracking up to 1,500 ft and the ability to capture dynamic debris at various distances.
• The project involves the use of high-speed cameras, instrumentation, and data collection equipment to characterize debris generated from the anti-ram barriers.
