RFP 2026-022 New England Environmental Finance Center Call for Southeast New England Program Network – State Liaison(s)

The University of Maine System is seeking up to two independent contractors to serve as SNEP Network State Liaisons for Southeastern Massachusetts and Rhode Island. The selected contractors will oversee and support the delivery of technical assistance under the Southeast New England Program (SNEP) Network. The SNEP Network is committed to building capacity in conjunction with EPA’s Southeast New England Program within EPA Region 1. The key responsibilities of the State Liaisons include project management of community technical assistance projects, oversight of technical assistance delivery, and network cohesion, community engagement, and regional outreach. • Provide technical assistance to communities, Tribes, and organizations • Develop and deliver training and technical assistance programs • Facilitate community engagement and regional outreach • Collaborate with the SNEP Network Management Team and partner organizations • Maintain a caseload of 3-6 projects per year as the project manager • Assist in the development of regional tools and resources • Represent the Network at technical forums, conferences, and community meetings
