Competitive Basic Ordering Agreements (BOAs) for Unmanned Aircraft System (UAS) Contractor Owned Contractor Operated (COCO) Intelligence, Surveillance, and Reconnaissance (ISR) Services, (PMA-263)

The Naval Air Systems Command (NAVAIRSYSCOM) is seeking to establish Basic Ordering Agreements (BOAs) with four companies for Unmanned Aircraft System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) services. The selected companies will compete for each opportunity, and the successful offeror will be awarded a delivery order under a corresponding BOA. The services will support domestic and coalition military partners in combat and contingency operations. The scope of work includes providing trained personnel, non-developmental UAS equipment, certifications, operation and maintenance, spares, and product support. • The BOAs will be established with AeroVironment, Insitu, Shield AI, and Textron Systems. • The services will support multiple combatant commands. • The contractors will be responsible for producing sensor data and providing around-the-clock imagery and other sensor capabilities. • The services will be used in support of Joint Urgent Operational Needs (JUONs), Fleet Top Level Requirements (TLR), and other operational requirements documents.
