Request for Proposal (RFP) Right of Way Engineering Services-RVB Grade Separation

The City of Palmdale is seeking a qualified consulting firm to provide comprehensive right‑of‑way (ROW) engineering services for the Rancho Vista Boulevard grade‑separation project, which includes a six‑lane overpass over the SCRRA Metrolink and Union Pacific tracks. The scope covers project coordination, ROW mapping, title research, appraisal coordination, acquisition and negotiation, relocation assistance, utility coordination, ROW certification, and public outreach (three community meetings plus one City Council presentation). The consultant must manage the acquisition of approximately 37 properties, coordinate relocation of 3 distribution poles and 31 transmission poles, and deliver all deliverables by the end of Spring 2027. • Engineering and consulting services for ROW acquisition, title work, appraisal, and negotiation. • Utility coordination and relocation of rail‑adjacent poles, with potential potholing costs. • Required public‑engagement activities (three outreach meetings, one Council briefing). • Mandatory insurance coverage (E&O $2 M per occurrence, GL $2 M per occurrence/$4 M aggregate, Auto $2 M, workers’ comp) and a Palmdale business license. • Submission via PlanetBids, 40‑page technical limit, separate cost file, and required non‑collusion declarations.
