RFQ ROW Appraisal Services

This solicitation establishes a Qualified Appraisers List (QAL) for the Oregon Department of Transportation’s Right‑of‑Way (ROW) program. Qualified appraisers will be pre‑qualified to provide professional appraisal services—including eminent‑domain valuations, standard real‑estate appraisals, and optional expert‑witness testimony—on a per‑project basis as ODOT issues individual appraisal schedules. The RFQ does not include a price proposal; instead, applicants must submit a detailed qualifications package, including licensure, experience, work samples, and a signed application. Successful applicants will be placed on the QAL for up to five years and may be selected for future appraisal contracts with fees negotiated per assignment. • Scope: Provide comprehensive ROW appraisal services (valuation, eminent‑domain, and optional court testimony). • Eligibility: Must hold an active Oregon general‑appraiser license, have ≥5 years appraisal experience (or equivalent education), and submit a 150‑page application with three work‑sample reports. • Contract Structure: No fixed‑price contract now; individual appraisal assignments will be negotiated after qualification, with a 5‑year validity for the QAL. • Diversity: Open to DBE, ESB, MBE, and WBE participants; ODOT encourages inclusion but sets no specific DBE goal. • Submission: Applications must be emailed to Julie Deglow ([email protected]) by the deadline of July 15 2031.
