Massachusetts Department of Agricultural Resources is establishing a state‑wide Qualified Contractor List of real‑property appraisers for FY 2026‑2033. Eligible firms must be Massachusetts‑licensed general appraisers with at least three years of experience appraising open land, and must demonstrate competency with USPAP, UASFLA, EOEEA Narrative Appraisal specifications, and ACEP‑ALE requirements. The solicitation is a rolling RFR, with an initial submission deadline of April 30 2025 and a final acceptance date of March 1 2033; successful firms will be placed on a list that agencies may call upon for “before‑and‑after” appraisals, review appraisals, and related research services. The contract period can extend up to eight years, and vendors must submit the required cover sheet, prompt‑pay discount form, and supporting documentation via COMMBUYS.

• Submission: Register on COMMBUYS, complete Attachment A (cover sheet), Attachment B (prompt‑pay discount), and upload all required PDFs; initial deadline 04/30/2025, rolling acceptance through 03/01/2033.
• Contract: Up to 8 years (June 30 2025 – June 30 2033), SBPP‑eligible, prompt‑pay discount required, EFT payment.
• Award: Rolling basis as proposals are evaluated; no single award date.
