Research to Support FHWA’s Office of Infrastructure Research and Development: Issued Call 3.0

The Federal Highway Administration (FHWA) is soliciting research proposals to support the strategic objectives of the Office of Infrastructure Research and Development. The BAA is open for a period of 60 months, with calls for concept papers anticipated annually. The purpose of this BAA is to solicit a variety of solutions that will support the tactical needs of the infrastructure program areas. The research topics are listed in Appendix C. • The BAA is open to a wide range of research topics, including those related to infrastructure, transportation, and highway development. • The anticipated period of performance for awards made as a result of this BAA Call is no longer than 36 months. • The Government anticipates making awards in FY 2027, but the award date may vary based on the quality of the proposals, availability of funds, or other unforeseen factors. • Proposals will be evaluated in accordance with the evaluation criteria contained in the BAA Section 5 – Evaluation and Award Process.
