Description
The Township of Middletown is seeking bids for an online tax sale hosting service. The selected vendor will be responsible for conducting an accelerated internet-based sale for delinquent property taxes and other municipal charges. The vendor must have experience in conducting online tax sales and must comply with all requirements of N.J.A.C. 5:33-1.1 and Local Finance Notice 2018-08. The vendor will be responsible for providing a website for the online sale, accepting and processing payments, and providing real-time information to the tax collector. Some key features of the online tax sale platform include:
* Detailed online instructions on how to utilize the website
* The ability to obtain and electronically submit forms
* A help desk for tax collectors and bidders
* Web-based training for bidders and municipal officials
* A method by which bidders can practice bidding on the website
* Online display of winning bids immediately upon the auction’s completion
* Notification to winning bidders by email
* Provision of the electronic transfer of information and data to and from the municipality
* A transaction log for the tax collector to review all bid submissions and results
* A standard complaint procedure for both the municipality and bidders.
The vendor must also have the capability to flag properties containing existing liens, Q-Farms, cell towers, and billboards, and must be able to update parcel information to reflect the receipt of partial payments.
