Budget estimate

$10,000 – $20,000

Based on typical government printing rates for specialty map pads, a rough estimate would be $0.25‑$0.50 per map (or $2.50‑$5.00 per pad of 100 sheets). Multiplying by 400 pads yields a low‑end estimate of about $10,000 and a high‑end estimate near $20,000, depending on paper cost, ink usage, and labor.
