Description

The Navy’s NAVFAC Mid‑Atlantic is conducting market research (Sources Sought) for a Design‑Bid‑Build (DBB) contract to repair the Ammo Wharf, Dogleg, and Piers 56‑59 at Joint Expeditionary Base (JEB) Little Creek‑Fort Story, Virginia Beach, VA. The effort will replace deteriorated timber fender piles with composite fender piles, address spalling, cracking, and structural loss in sub‑/super‑structure, decking, mooring and berthing systems, and utility support. The total construction magnitude is estimated between $100 M and $250 M, with an anticipated award in March 2027. Only small‑business entities (SDVOSB, HUBZone, 8(a), WOSB, etc.) are encouraged to respond; large‑business responses are limited to the Project Labor Agreement questionnaire. Responses must be submitted electronically by 15 Sept 2026, and the Government will use the information to determine the acquisition strategy. • Scope: Repair of substructure, superstructure, decking, mooring/berthing systems, utility support; removal of timber fender piles and installation of composite fender piles. • Size: Project magnitude $100 M–$250 M; individual relevant past projects must have been ≥ $45 M. • Required experience: Wharf/pier construction, composite fender pile installation, open‑water demolition, barge‑mounted equipment work. • Small‑business set‑aside: SDVOSB, HUBZone, 8(a), WOSB encouraged; 15 % of contract cost must be performed by prime with its own employees. • Submission: Complete required forms (Sources Sought Contractor Information Form, Matrix, Project Information Form) and email to Andy Bui by 15 Sept 2026, 2 PM local time (max 4 MB attachment). • PLA: Public invited to comment on use of a Project Labor Agreement for this large‑scale project.

Budget estimate

$100,000,000 – $250,000,000

The solicitation indicates a construction magnitude between $100 M and $250 M, which is the likely contract value range. Assuming the award proceeds as a single‑award DBB contract, the contractor could expect to receive a fee or profit margin typical for large civil‑engineering projects (approximately 5‑10 % of contract value). Therefore, the total budget to the prime contractor could fall roughly between $105 M and $275 M, depending on final scope, change orders, and profit margin. Factors influencing the final amount include the final engineered design, unforeseen site conditions, and any required Project Labor Agreement costs.
