The City of Cincinnati is seeking a qualified vendor to provide financial literacy education and direct banking access support to youth employees participating in its Youth to Work (Y2WK) program. The selected vendor will provide interactive, age-appropriate financial education to youth employees ages 14–17, covering core topics such as banking fundamentals, account management, budgeting, saving, understanding paychecks, and the benefits of direct deposit. The provider will also be responsible for partnering with financial institutions to support account opening and ensure that youth are banked prior to or during their employment. The goal is to move youth away from prepaid cards, online payment apps, and parent-owned accounts, and toward personal financial independence.
Key aspects of the job include:
• Delivering all training services directly using the vendor's own workforce
• Administering pre- and post-assessments to measure participant learning gains
• Providing age-appropriate training (ages 14–17) on core financial literacy topics
• Establishing and managing a formal partnership with a financial institution to support youth-friendly checking and savings accounts
• Working with City departments to integrate account opening touchpoints during onboarding and ensuring all youth are offered the opportunity to be banked before or during their employment
