Notice of Contract Action (NOCA) Intent to Sole Source: OASIS 512 PEM Windows

The United States Air Force Test Center/Enterprise Services and Innovative Solutions (AFTC/PZZC) intends to issue a sole source contract to Santa Barbara Infrared Inc. (SBIR) for the acquisition of custom Infrared Scene Projector Windows. The windows are required to replace the as-delivered windows for two OASIS 512 PEMs to be used at the Guided Weapon Evaluation Facility (GWEF), 782 Test Squadron/RNWG, Eglin AFB, FL. The new custom windows must have the same physical specifications but require a different transmission coating. • The contract is for the procurement and installation of two custom windows. • The windows will be used to develop a new test capability to address customer HITL IRCM T&E requirements. • The GWEF currently employs OASIS 512 PEM IRSPs in its IRCM test areas, and SBIR is the only contractor that manufactures compatible resistor array IRSPs. • The government does not possess the complete window specification or installation documentation to enable commercial procurement and installation.
