Description

The Naval Surface Warfare Center - Philadelphia Division (NSWCPD) is seeking a contractor to develop a detailed engineering plan for the improvement of the exhaust piping and below configuration for the FMSNA exhaust system. The contractor will use systems engineering processes and principles to design, develop, and model the improvement to the exhaust piping and bellows configuration. The goal of this task order is to complete Phase I of the systems engineering process, which includes concept development, preliminary design, detailed design, and testing and evaluation. The contractor will also develop a project plan, provide monthly status reports, and conduct monthly status meetings. • The contractor will develop a defined system concept and functional baseline for the updated engine exhaust piping and bellows configuration. • The contractor will conduct a system design review (SDR) to evaluate the manner in which the system's requirements have been allocated to configuration items. • The contractor will develop a test and evaluation plan and conduct system testing and analysis via computer-aided design and FEA modeling. • The contractor will develop the necessary drawings, diagrams, documents, and other artifacts that demonstrate the system's product baseline has been developed. • The contractor will conduct a critical design review (CDR) to ensure that the system has met all established system requirements via testing and validation.

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is not explicitly stated in the document, but based on the scope of work, it can be estimated to be in the range of $500,000 to $2,000,000. The factors that influence this estimate include the complexity of the engineering plan, the number of personnel required, and the duration of the project. The contractor will be responsible for developing a detailed engineering plan, conducting system testing and analysis, and providing monthly status reports, which will require significant resources and expertise. Therefore, a higher budget is expected to compensate for the level of effort required.
