Description
Missoula County seeks a qualified consulting firm to deliver comprehensive public participation and engagement services for updating its comprehensive plan covering unincorporated areas. The work is phase‑based, emphasizing strategy development, community outreach, mapping workshops, surveys, graphics production, and final reporting, while County staff retain overall project management. Optional services may include outreach for land‑use regulation development and economic development district plans. The contract is a professional services agreement lasting until the end of 2027, with a target award in late July 2026.
• Develop communication strategies, key messages, and multi‑channel content for growth‑related topics.
• Conduct in‑person public meetings, open houses, mapping workshops, small‑group sessions, and design statistically valid surveys (including mail‑in options).
• Produce graphics, cartography, and digital assets for the County’s “Missoula County Voice” portal and compile a comprehensive outreach report.
• Optional: support outreach for land‑use regulation implementation and economic development district plan updates.
