Description
Waterbury Housing Authority is seeking a law firm to provide on‑demand development legal services for its affordable‑housing portfolio and related nonprofit partners. The scope covers real‑estate transactions, HUD compliance, contract drafting and negotiation, litigation support, and administrative law advice across the full lifecycle of development projects, from pre‑construction planning through lease‑up and post‑completion administration. The contract will be up to three years, with task‑order NTE amounts set by the Authority, and firms must demonstrate Connecticut bar admission, relevant public‑sector housing experience, and meet specified insurance minimums.
• Provide legal counsel on HUD programs, affordable‑housing financing, zoning, eminent domain, and Section 18 demolition/disposition.
• Draft, review, and negotiate procurement, construction, and professional‑services contracts; handle related disputes and litigation.
• Offer ongoing administrative‑law support, FOIA guidance, and attend WHA board/committee meetings as needed.
• Submit a sealed proposal by April 14 2026 10:00 a.m., including fee schedule, certifications, and three professional references.
• Evaluation based on experience (30 pts), technical approach (25 pts), cost reasonableness (20 pts), quality of service (15 pts), and technical capabilities (10 pts).
