Consultant Services to Assist with Transition Planning for the City’s Residential Rental Inspection Program (RFP)

The City of Richmond is seeking a qualified consulting firm or individual to design and document a comprehensive transition plan that moves the Residential Rental Inspection Program (RRIP) from outsourced consultant services to an in‑house City operation. The consultant will assess the current program, perform workforce and cost analyses, develop job classifications and salary schedules, create a phased implementation schedule, and propose a cost‑recovery fee structure. Deliverables include a detailed transition work plan, budget estimates, standard operating procedures, and a final presentation to City staff and Council. • Conduct a full assessment of existing RRIP services, enforcement activities, and regulatory requirements. • Produce workforce‑needs analysis, job descriptions, classification and compensation study, and a fee‑structure model for cost‑recovery. • Develop a phased transition schedule with milestones, risk‑mitigation strategies, performance metrics, and training plans for new City staff. • Deliver a final written report and oral presentation summarizing recommendations, budget, and implementation timeline.
