Description

The City of Folsom is seeking a qualified contractor to replace approximately 2,700 linear feet of water distribution piping, associated appurtenances, water meters, backflows, and related civil site work throughout the city. The scope includes grading, building modifications at the Water Treatment Plant, and asphalt‑concrete pavement replacement linked to the water‑line work. The contractor must assume full responsibility for site safety, utility coordination, traffic control, and compliance with city, county, and state regulations, including underground‑service‑alert (811) notifications, environmental permits, and a DDW waiver process. Bids must be submitted on city‑provided printed forms by 10:00 AM on October 23, 2026. A non‑mandatory pre‑bid conference will be held on October 1, 2026 at 10:00 AM in the City Council Chambers.

Budget estimate

$150,000 – $500,000

Based on typical municipal water‑line replacement costs in California (approximately $150‑$250 per linear foot for ductile‑iron pipe, plus additional civil and pavement work), a 2,700 ft project would likely range from $150,000 (minimum material‑only estimate) to $500,000 when accounting for excavation, traffic control, permitting, backflow devices, and pavement restoration. The final award will depend on the contractor’s unit pricing, site conditions, and any change orders.
