Public Participation and Engagement Services - Planning, Development & Sustainability Department RFQ

Missoula County is seeking a qualified consulting firm to provide comprehensive public participation and engagement services for the update of its comprehensive plan covering unincorporated areas. The work will be delivered on an as‑needed, phased basis and includes strategy development, public meetings, mapping workshops, surveys, graphics creation, and final reporting, with optional follow‑on services for land‑use regulation development and economic development district plans. The County will manage the overall project; the contractor will supplement staff with outreach and communications expertise. • Develop communications strategy and final public participation plan meeting MLUPA requirements. • Facilitate in‑person meetings, workshops, small‑group sessions, and design/implement surveys (online and mail‑in). • Produce graphics, cartography, and a comprehensive outreach report; optional services for land‑use regulation support.
