Description

The Delaware Department of Transportation (DelDOT) is soliciting proposals for the design‑build installation of an approximately 8‑mile high‑tension cable (HTCB) median barrier and accompanying type 3‑31 guardrail along US 301 from SR 896 to the Maryland state line. The work includes roadway widening, pervious asphalt paving, stone base placement, drainage structures, utility coordination, erosion‑and‑sediment‑control measures, and extensive traffic‑control planning. The contract is awarded on a unit‑price basis referencing DelDOT Standard Specifications, with a performance period of 241 calendar days beginning around late‑October 2026. Bidders must meet prevailing‑wage, craft‑training, drug‑testing, and performance‑rating requirements, and submit both electronic and hard‑copy bids by the deadline. • Install ~31,704 ft of high‑tension cable barrier and 1,685 lf of type 3‑31 guardrail, plus end‑terminal units. • Provide roadway improvements: 12‑ft travel lanes, 54‑ft median, pervious asphalt pavement, stone base, topsoil, seeding, and erosion‑control measures. • Deliver drainage, utility relocation/protection, environmental compliance (SWPPP, NPDES), traffic‑control (PCMS boards, ATSSA‑certified supervisor), and electronic ticketing integration. • Comply with prevailing‑wage, craft‑training, drug‑testing, performance‑rating, and full documentation (certifications, insurance, bonds) requirements.

Budget estimate

$25,000,000 – $55,000,000

The contract covers extensive civil works (barrier installation, paving, drainage, utility coordination, erosion control, and associated engineering services) over roughly 8 miles. Comparable DelDOT median‑barrier projects have historically ranged between $30 M and $50 M, depending on material specifications, site conditions, and labor rates. Considering the high‑tension cable system, pervious asphalt, extensive environmental controls, and the 241‑day schedule, a reasonable estimate is $25 M to $55 M in total contract value.
