Request for Qualifications For The Planning And Environmental Linkage (PEL) Study Of The Elimination Of The Durant Avenue Railroad Crossing

The City of North Charleston is seeking qualification proposals from qualified engineering and planning consultants to develop a Planning and Environmental Linkage (PEL) study. The study aims to explore alternatives to eliminate an at-grade crossing along Rivers Avenue, just southeast of its intersection with Durant Avenue, and to re-align and improve access to the Intermodal Transit Station via Hock Avenue. The selected consultant should have experience in developing studies that advance through the federal rail administration project cycle and have related railway and infrastructure coordination, planning, and design expertise. • The PEL study is funded by the Federal Railways Administration Railroad Crossing Elimination (RCE) Grant program. • The study will explore alternatives to eliminate an at-grade crossing by constructing an overpass on Rivers Avenue. • The assignment of highly qualified and experienced staff to project deliverables and tasks is critical and will be closely evaluated during the qualification proposals review process. • All qualification proposals are due to The City of North Charleston, 2500 City Hall Lane, North Charleston, SC 29406, no later than February 6, 2026 at 3:00 p.m. EST.
