Description

The City of Tampa is seeking proposals from qualified and experienced vendors for the procurement and installation of both Fixed and Mobile License Plate Recognition (LPR) cameras and operating systems. The LPR solutions will provide monitoring of session payment for the City’s off-street parking facilities and on-street parking spaces. The successful proposer shall provide an LPR solution for both Fixed and Mobile LPR mounted on Parking Enforcement vehicles that is capable of seamlessly integrating into the City’s existing parking payment and enforcement platforms. Key features of the LPR system include: * Fixed LPR cameras will be installed at the entrances and exits of the City's nine off-street parking facilities to monitor session payment. * Mobile LPR systems will be installed on Parking Enforcement vehicles to continuously capture and analyze plates on parked vehicles to identify parking violations in real time. * The solution must be capable of seamlessly integrating into the City’s existing parking payment and enforcement platforms. * The entire LPR system must achieve an overall license plate read accuracy of 98% or better. Some of the key responsibilities of the successful proposer include: * Conducting site assessments for all designated fixed LPR locations and for vehicle-mounted systems used by City Parking Enforcement Officers. * Providing system design drawings and implementation plans outlining equipment placement, network connectivity, and system integration with existing City infrastructure. * Installing, configuring, testing, and ensuring proper working functionality of all hardware and software components required to achieve full system operational functionality. * Integrating the proposed LPR solution with the City’s existing management systems, including but not limited to Passport, ParkMobile, PayByPhone, Flowbird, and T2 Systems. * Providing a system that provides City staff with the ability to pull progress reports and other operational data related to the system. * Providing project management, progress reporting, and coordination throughout all phases of project deployment. The City of Tampa is looking for a vendor that can provide a comprehensive LPR solution that meets their needs and can be integrated into their existing systems. The vendor should have experience in designing, installing, and supporting LPR systems for parking management on a scale similar to the City of Tampa’s identified needs. The vendor should also have proven experience integrating LPR systems with parking payment applications and systems, citation management platforms, and mobile enforcement applications.
