Description
The East Bay Municipal Utility District (EBMUD) seeks a qualified consulting firm to perform comprehensive roof and gutter inspections of four facilities at its Adeline Maintenance Center, assess condition, and provide repair/replacement recommendations with cost estimates. The work includes on‑site visual, infrared, moisture, and material testing, preparation of draft and final inspection reports, and a PowerPoint presentation. Deliverables must be signed and sealed by a California‑licensed Professional Engineer (or Architect) and submitted within specified timeframes after field work. The contract is a cost‑reimbursement, not‑to‑exceed professional services agreement.

• Perform roof and gutter condition assessments using visual, thermography, moisture scanning, and optional UAV/drone inspections per Procedure 733.
• Provide draft reports within 60 days of fieldwork, final reports within 30 days after comments, and accompanying PowerPoint presentations.
• Must meet California prevailing‑wage, DIR registration, insurance, and licensing (PE/PA and optionally RRC) requirements; small‑business preference points are available.
