RFP RC for Medium and Low Voltage, Switchgear and MCC Testing and Maintenance

The City of Fresno is seeking a qualified contractor to provide comprehensive testing, inspection, preventive maintenance, and limited repair services for a wide array of medium‑ and low‑voltage electrical equipment used in its wastewater management facilities. The work includes service on 15 kV breakers and relays, 480 V breakers and motor‑control centers, 4.16 kV soft starters, a 70 kV SF₆ circuit switcher, DC battery banks, and associated medium‑voltage cable segments, all performed to NETA and NFPA 70B standards. The contract is a three‑year firm‑fixed‑price agreement with the option to extend two additional one‑year periods. • Test, clean, lubricate, and calibrate 15 kV and 480 V breakers, relays, and MCCs per industry standards. • Perform dynamic and static testing of soft starters, DC battery systems, and a 70 kV SF₆ circuit switcher. • Conduct VLF testing on medium‑voltage cable segments and provide incidental repair services (capped at $20 k). • Provide after‑hours emergency response within 2 hours, daily status reports, and a final completion report. • Work under the City’s Wastewater Management division with optional extensions up to a total of five years.
