Description

The Coconino County Flood Control District is seeking a qualified Construction Manager‑at‑Risk (CMAR) to oversee the post‑wildfire flood‑mitigation works on U.S. Highway 89 in the Government Tank Flood Corridor north of Flagstaff, AZ. The CMAR will coordinate design, value‑engineering, utility relocation, storm‑drain construction, shoring, and related civil works, working closely with multiple engineering firms and the District. The project is funded primarily by a $15.59 M U.S. DOT PROTECT grant and a $3.71 M AZ SMART grant, with additional district match. Construction is slated to begin November 2026 and finish by July 2027, with substantial completion required by June 30 2027. The selection process is qualifications‑based; price is not considered until after a short‑list is formed and interviews may be held. • Scope: CMAR services for large‑diameter storm‑drain system, utility coordination, shoring, berms, concrete structures, roadwork, possible highway crossing, and related site work. • Schedule: Pre‑proposal virtual meeting 10 Sep 2026 (optional); SOQ due 30 Sep 2026; construction Nov 2026 – Jun 2027; substantial completion 30 Jun 2027; final completion 15 Jul 2027. • Funding: $15.59 M federal + $3.71 M state grant (total ≈ $19.3 M) with district match; CMAR fee to be negotiated after short‑list. • Requirements: Minimum five similar CMAR projects in past 60 months, experience with large storm‑drain systems, special shoring, ADOT highway crossings, and post‑wildfire terrain. • Evaluation: Based on demonstrated competence; cost not considered until after short‑list. • Mandatory registrations: SAM, Arizona Corp. Commission, relevant licenses.

Budget estimate

$8,000,000 – $12,000,000

The total grant funding for the overall flood‑mitigation effort is about $19.3 million. The CMAR’s fee is typically 5‑10 % of total construction costs, plus reimbursable expenses. Assuming the CMAR scope represents roughly 50‑60 % of the total project value (≈ $10‑12 M), the contractor could expect a contract value in the low‑to‑mid‑single‑digit millions. Therefore a reasonable estimate is between $8 M (conservative) and $12 M (optimistic), depending on final negotiated fee structure and the exact portion of work assigned to the CMAR.
