The City of Lincoln Fire & Rescue Department is seeking qualified contractors to perform site earthwork, backfill, and a reinforced concrete foundation and slab for a new modular fire‑training tower. The scope includes removal of existing footings, subgrade preparation, grading, concrete placement, coordination with the tower installer, and full site restoration and paving tie‑ins. The contractor must obtain all permits, handle PFAS‑contaminated soil under a special permit, provide surveying, staking, and final as‑built documentation, and supply performance and payment bonds. Substantial completion is required by 12/10/2026 to allow tower installation in early January 2027.
• Provide new soil backfill, compaction, and subgrade conditioning as required by geotechnical recommendations.
• Construct continuous perimeter grade beam and slab (minimum 5½‑in. thick) with 4,000 psi concrete, ASTM A615 Grade 60 reinforcing, and air‑entrainment.
• Perform all required surveying, staking, and final survey for tower footprint verification.
• Coordinate with WHP tower installer and City officials; do not install tower anchorage.
• Remove and dispose of excavated spoil (including PFAS‑containing soil) using a special one‑time permit.
• Restore existing pavement, reconstruct disturbed base, and provide clean, level access for crane and truck traffic.
• Submit all required submittals, test reports, disposal tickets, and warranties for final acceptance.
