Private Detention Facility Services District of Southern California

The United States Department of Justice, United States Marshals Service, is seeking information and sources for private detention facility services in the Southern District of California. The scope of the proposed contract includes providing and managing a secure detention facility with a capacity of up to 700 beds, as well as secure transportation services. The facility will house individuals charged with federal offenses who are awaiting trial, sentencing, or other court proceedings. The period of performance shall be seven years, including a one-year base period and six one-year option periods. Interested firms are requested to submit a capability statement, limited to 10 pages, by Monday, May 18, 2026, at noon Eastern Daylight Time. • The facility must have a capacity of up to 700 beds. • The contractor must provide secure transportation services, including USMS Justice Prisoner & Alien Transportation System airlifts, guard services, jail-to-jail transfers, and jail-to-court-to-jail transportation. • The facility will house individuals charged with federal offenses who are awaiting trial, sentencing, or other court proceedings. • The contractor must perform services in accordance with the current Federal Performance-Based Detention Standards. • Construction of a new facility is not a consideration for this requirement.
