Description
Shelby County is seeking a qualified vendor to provide residential solid‑waste collection services—including garbage, yard waste, and bulk‑item pickup—for the Northaven Special Service District. The contract requires the vendor to supply and maintain 96‑gallon RFID‑tagged roll‑carts, operate a dedicated fleet of collection vehicles, and maintain a local office for customer service. The award will be based on a technical scoring sheet (100‑point total) and compliance with extensive minimum‑requirement criteria, including bonding, insurance, licensing, and five‑year experience. The base contract term is one year, with up to two optional one‑year renewals.
• Provide weekly (or bi‑weekly for yard waste) residential waste collection, including curb‑side garbage, yard waste, and bulk‑item service.
• Supply and maintain 96‑gallon roll‑carts, maintain a minimum inventory, and operate a fleet of vehicles no older than four years (average fleet age ≤ 5 years).
• Meet stringent performance‑bond (50 % of estimated payments) and bid‑bond (≥ 5 % of project amount) requirements, and comply with all licensing, E‑Verify, Title VI, and drug‑free workplace obligations.
• Deliver numerous milestones (kick‑off meeting, vehicle and container delivery, public notification) with liquidated‑damage penalties for delays.
• Submit a hard‑copy proposal (original + four copies) and a digital Excel scoring sheet by 29 May 2026, 4:00 PM CST.
