ITB26-040 Summer and Winter Road Maintenance - West Region, Unit 7

The Kenai Peninsula Borough is seeking a qualified contractor to provide comprehensive summer and winter road maintenance services for the West Region, Unit 7. The scope covers grading, pothole repair, drainage work, snow plowing, sanding, and all related activities required to keep the road network safe and functional year‑round. The contractor must supply all labor, equipment, and materials, maintain a 24/7 response capability during winter, and meet strict performance timelines for snow removal and pothole repairs. • Provide summer grading, pothole repair (≤ 2 in depth, 48‑hour repair window) and drainage maintenance. • Perform winter snow plowing, sanding/serration, and emergency snow‑drift control with a 24‑hour road‑opening requirement. • Maintain required equipment (minimum one 5 cubic‑yard sander or two 2.5 cubic‑yard sanders; one motor‑grader ≥ 32,000 lb GVWR) and staffed 24/7 during winter conditions. • Submit monthly invoices; contract runs for an initial three‑year term with two optional one‑year extensions (up to five years total).
