The City of Norfolk is seeking design-build services for the Nonstructural Program, a component of the Norfolk Coastal Storm Risk Management Project. The program aims to provide flood mitigation measures for approximately 1,000 buildings or structures in the city. The selected team will be responsible for designing and constructing mitigation measures, including home elevation, basement fills, and dry floodproofing. The project will be implemented using a tiered approach, with priority given to the most at-risk structures. The project duration is expected to be 18 months from the notice to proceed.
Key aspects of the project include:
• Design and construction of mitigation measures for up to 62 buildings in the City of Norfolk
• Initial home inspections, site investigations, site work, design review, project permitting, and inspection coordination
• Disconnection and reconnection of utilities, landscaping, parking, and installation of temporary access accommodations
• Compliance with City of Norfolk building codes, ordinances, and guidance, as well as USACE guidance
The City of Norfolk is looking for teams with experience in design-build projects, particularly those with similar scopes and complexities. The teams should demonstrate a thorough teaming approach, including a project manager, construction manager, design manager, and residential lifter(s). The teams should also provide proof of licenses, certifications, and insurance requirements.
