The Hawaii National Guard is issuing a single‑project, set‑aside RFP for a small‑business‑only, firm‑fixed‑price contract to design and construct a 3,200 SF Egress Maintenance Facility (F‑22) on Joint Base Pearl Harbor‑Hickam. The scope includes micro‑pile foundations, cast‑in‑place concrete, metal framing and roofing, HVAC, plumbing, fire protection, and two optional build‑outs (GOX canopy shelter or AGE ready pad). The contractor must install temporary security fencing, coordinate escort requirements, and manage all materials, labor, equipment, and supervision. The contract value is limited to $14 M (project magnitude $10‑$25 M) with a performance period of 540 calendar days after notice to proceed.
