Description

The Department of Defense Education Activity (DoDEA) is seeking information on how to provide a commercial, off-the-shelf (COTS) age and developmentally appropriate curriculum and transition education for PK-12 students diagnosed with moderate-severe cognitive disabilities. The proposed solution should include a digital PK-12 curriculum and a transition education curriculum, as well as related professional learning and technical support. The curriculum should be aligned with the Dynamic Learning Maps Essential Elements (DLM-EE) standards and the College and Career Ready Standards (CCRS). The transition education curriculum should address household management and living skills, employment possibilities, and key transition areas such as career awareness and exploration, career development, and community participation. Some key features of the proposed solution should include: • Differentiated lessons and activities that align with CCRS standards and DLM-EE • Materials that promote instruction across the developmental domains of cognition, gross and fine motor, emotional/social, communication, functional reading, functional writing, and functional mathematics • Engaging activities that may include technology, interactive modules, and hands-on experiences • Assessments to shape instruction, monitor student learning, measure student progress, and assist students to reflect on their own progress • Informal assessment materials and/or multiple criterion-referenced assessment components to measure student progress and target student instruction based on student needs • Alternative ways for students to perform actions specified in the lessons when they cannot perform them in the typical way • Appropriate teacher materials to support the instruction and assessment of students

Budget estimate

$6,000,000 – $60,000,000

The budget for this opportunity is difficult to estimate because the document does not provide a specific budget or pricing information. However, considering the scope of the project, which involves providing a commercial, off-the-shelf curriculum and transition education for PK-12 students with moderate-severe cognitive disabilities, the budget could be substantial. A possible estimate could be in the range of $1 million to $10 million per year, depending on the number of students and schools involved, as well as the complexity of the curriculum and transition education services provided. The total budget for the 6-year contract period could be in the range of $6 million to $60 million. Factors that may influence the likely payment range include the number of students and schools involved, the complexity of the curriculum and transition education services, and the level of competition for the contract.
