Sanitary Sewer Comprehensive Plan

The City of Edmonds, Washington is soliciting a statement of qualification (SOQ) from individuals or firms interested in providing consultant services for the update of its Sanitary Sewer Comprehensive Plan. The current plan was written in 2013 and needs to be updated to address key elements such as sewer system analysis, capital facility plan, financial program, and operations and maintenance program. The project scope includes: 1. Planning data and demand 2. System analysis 3. System reliability 4. Updates to the existing sewer model 5. Regulatory compliance with Washington State Department of Ecology 6. Operations and maintenance program 7. Capital facility plan/capital improvement plan 8. Financial program The City's sanitary sewer system consists of over 168 miles of sewer pipe, 3,300 manholes, and 10,024 customer connections. The system serves the City of Edmonds and surrounding governmental entities, including the City of Mountlake Terrace, Olympic View Water/Sewer District, and the City of Shoreline. The City is seeking a consultant to provide services to update the Sanitary Sewer Comprehensive Plan, with a completion date of December 2027. The consultant will be selected based on their qualifications, experience, and approach to the project. The SOQ should include the following components: 1. Executive summary 2. Approach to the project 3. Related firm experience 4. Qualifications of the proposed project manager 5. Expertise of key staff (prime and sub-consultants) 6. References/past performance The City's evaluation team will use the following criteria to evaluate each SOQ: 1. Project approach (20 points) 2. Related experience of firms on the team (20 points) 3. Qualifications of the proposed project manager (25 points) 4. Expertise of key staff (prime and sub-consultants) (20 points) 5. References/past performance (15 points) The City reserves the right to change the qualifications schedule, issue amendments to the RFQ, and reject any and all SOQs at any time.
