Description
The City of Salina seeks a consulting firm to perform a comprehensive operational assessment of its municipal animal shelter. The consultant will evaluate the physical facility, shelter operations, animal care, community engagement, volunteer program, finance, data management, leadership, and veterinary services, then deliver a full written report with recommendations, cost estimates, and a presentation to city leadership.
• Review and critique facility layout, safety, ADA compliance, and bio‑security.
• Analyze intake, adoption, euthanasia, and welfare outcomes, plus financial budgeting and revenue streams.
• Assess data systems, volunteer management, community outreach, and veterinary protocols, providing prioritized, costed recommendations and an implementation timeline.
