This pre‑solicitation invites vendors to provide feedback on the forthcoming Request for Proposal, Statement of Work and related artifacts for the California Secretary of State’s Notary Automation Project (NAP 2.0). The state seeks a cloud‑based, phased solution to replace its legacy notary‑commissioning system, encompassing data storage, apostille processing, vendor management, and seal manufacturing interfaces.
• Design, develop, test, and deploy a cloud‑based Notary Automation Platform (NAP 2.0).
• Migrate existing notary commission data and legacy system functionality to the new solution.
• Provide ongoing maintenance, support, and enhancements post‑deployment.
• Deliver documentation, training, and transition services to state staff.
• Collaborate with the California Department of Technology and other stakeholders throughout the phased rollout.
