Dakota County is seeking a qualified consulting firm to provide full‑cycle quality‑control services for its Wetland Health Evaluation Program (WHEP) for the May 2026 – April 2027 performance period. The contractor will assist team leaders, co‑teach three MPCA‑developed training sessions, conduct field spot‑checks of citizen‑science teams, review data sheets, analyze the season’s data, produce a final WCAG‑compliant report, and present findings at the annual volunteer appreciation dinner. The effort involves both field work and substantial data‑management/reporting, requiring expertise in wetland ecology, macroinvertebrate and vegetation identification, QA/QC methodology, and public‑facing communication.
• Attend and support two annual team‑leader meetings (pre‑season & post‑season).
• Co‑lead three training sessions (field methods, macroinvertebrate ID, vegetation ID) in partnership with MPCA staff.
• Perform QC spot‑checks on ~13 citizen‑team wetlands and review all vegetation & macroinvertebrate data sheets.
• Conduct data analysis, produce a WCAG 2.1 AA‑compliant final report (Word & PDF), and deliver a presentation at the volunteer appreciation dinner.
