RFP EPA Brownfield Grant Application and Implementation Assistance

Seneca County and its coalition partners are issuing this Request for Proposals (RFP) to find a qualified environmental consulting (QEP) and/or planning firm to assist in implementing the Brownfield Coalition Assessment Grant, for which funding is secured. The selected QEP will conduct environmental assessments, develop remedial plans, and provide support for other environmental or planning components to the grant. This RFP will result in a contract with Seneca County for the QEP services related to the implementation of the Brownfield Coalition Assessment Grant. This RFP aims to identify the most qualified consultant (QEP) to deliver a wide range of services, including scientific fieldwork, regulatory planning, community engagement, and data management for the County and the Coalition. The tasks for this project consist of four main phases: cooperative agreement oversight, outreach & site prioritization, phase I/II ESAs & regulated building material (RBM) surveys, and cleanup/reuse plans & AWP. Consultants are asked to submit concise proposals describing their capacity to perform tasks associated with brownfield programs, as well as their ability to manage and implement projects based on the scope of work section previously described. The proposals should include a clear outline of how the firm would help the County and the Coalition to meet the requirements of the grant through providing the required scientific fieldwork, regulatory planning, and data management to move brownfield sites toward redevelopment.
