Description

The U.S. Department of Veterans Affairs is seeking expressions of interest from owners, brokers, or their representatives to lease an overflow parking facility of at least 1,000 spaces for the Oklahoma City VA Medical Center. The lease would be up to 20 years (10‑year firm term plus a 10‑year non‑firm term) and must include design, construction, and full‑service operation (lights, trash, snow removal, security, etc.). The site must be within a defined boundary in Oklahoma City, meet ADA and fire‑safety standards, include a fenced perimeter, gated entry, shuttle waiting area, video surveillance, and be off FEMA 100‑year flood plains. The DVA will not award a lease based on this pre‑solicitation notice; a formal Request for Lease Proposals is expected to be posted on SAM.gov by the end of 2026. Interested parties must submit an electronic Expression of Interest by 3:00 p.m. CT on September 16 2026. • Minimum 1,000 parking spaces (incl. ≥26 handicap‑accessible spaces) • Lease term: up to 20 years (10‑year firm, 10‑year optional) • Site must be within the specified Oklahoma City boundary and preferably within 2,640 ft of a public bus stop • Required features: fencing, gated entry, shuttle area, video surveillance, full‑service maintenance, ADA compliance, no flood‑plain location, not a sublease • Tenant‑improvement budget range indicated (from < $5 k up to $10 M) • Submission deadline: 16 Sep 2026 (electronic EOI) • Primary contact: Miranda Kloeppel, Lease Contracting Officer ([email protected])

Budget estimate

$10,000,000 – $30,000,000

No explicit lease payment amount is provided. Typical municipal parking leases range from $80‑$150 per space per month. Assuming a median of $115 per space, 1,000 spaces would generate about $115,000 per month (~$1.38 M per year). Over a 20‑year term, total lease revenue could be roughly $27 M. Considering the wide possible range of rates and potential tenant‑improvement contributions, a reasonable estimate is $10 M on the low end to $30 M on the high end. Factors influencing the final amount include local market rates, the extent of required tenant improvements, and whether DVA opts for a lump‑sum or amortized payment structure.
