Patient Financial Services-Early Out, Self-pay and Medicare Billing

The City and Borough of Juneau is seeking proposals from qualified firms to provide patient financial services, including early-out and self-pay patient account collections and Medicare billing services. The selected firm will be required to provide comprehensive revenue cycle management support, including self-pay and early-out collection services, specialized Medicare billing, and training. The firm will also be required to provide regular reporting and analytics, including revenue cycle analytics and reporting, and detailed receipt reports. The contract term will be from July 1, 2026, to June 30, 2027, with the option to renew for four additional one-year periods. Some key requirements of the project include: • Providing self-pay and early-out collection services, including distributing hard-copy statements and progressive notifications via mail, telephone, and electronic means • Resolving all balances under the same guarantor or patient through a single point of contact • Providing a secure, user-friendly portal supporting paperless billing, credit card transactions, and recurring payment setups • Performing insurance coverage discovery on self-pay accounts and providing skip tracing for incorrect addresses • Utilizing auto-draft services for payment arrangements to be deposited directly into the City's accounts • Providing specialized Medicare billing and training, including billing and follow-up services for acute care, skilled nursing facility, home health, and hospice services.
