Description

The Town of North Haven, Connecticut is seeking qualifications from consulting engineering firms to design and develop construction documents for the Church Street Pedestrian & Safety Improvements project. The project aims to address safety concerns on Church Street, particularly in the vicinity of the North Haven Town Center, by improving roadway and sidewalk conditions. Key issues to be addressed include: * Inadequate mid-block crosswalks and sidewalk conditions * Delivery vehicle parking on sidewalks, causing safety risks and damage to sidewalks * Insufficient lane widths at the intersection of Church Street and Broadway, leading to traffic accidents * Bus stops in the southbound lane, requiring southbound vehicles to move into the northbound lane, risking collision The selected consultant will be responsible for: * Surveying and studying the existing site conditions * Developing preliminary and final design documents * Coordinating with the Town and other stakeholders * Assisting with permitting, right-of-way, and utility coordination * Providing construction administration support The project must conform to industry standards, including those set by the Connecticut Department of Transportation (CT DOT) and the Americans with Disabilities Act (ADA). The Town is seeking proposals from qualified consulting engineering firms, which should include: * A cover letter with contact information and project manager details * A proposal limited to 20 pages, including resumes, photos, and graphics * Examples of similar projects demonstrating the team's experience The evaluation process will involve a three-part process: 1. Evaluation of written proposals 2. Interviews with shortlisted proposers 3. Recommendation to the Public Works Director to begin contract negotiations with the selected proposer The evaluation criteria will include: * Project understanding and approach * Project team and experience * Project management approach * Project collaboration, communication, and coordination Proposals are due by November 6, 2025, and the Town reserves the right to reject any or all proposals. The selected consultant is expected to complete the final design submission within nine months of contract signing.
