P2610 - Columbia Park Bridge Replacement SOQ

The City of Kennewick is seeking a qualified consultant to provide design engineering and permitting services for the Columbia Park Bridge Replacement project. The project involves replacing the existing bridge with a new one, and the selected consultant will be responsible for providing a full design of the bridge and having it ready to bid by Summer 2027, with construction in Fall 2027. The consultant will need to demonstrate understanding of MUTCD, AASHTO, and WSDOT design standards and procedures, as well as familiarity with the City of Kennewick's Design Standards and Specifications. Some of the key services required include: • Review of transportation impact analysis • Concurrency review of private and public development • Traffic impact fee calculation review • Review and planning of transportation infrastructure • Transportation modeling of City streets and intersections • Transportation-related legal support • General transportation engineering guidance as necessary in an on-call capacity for the City. The City will evaluate the consultants based on their experience, qualifications, and approach to the project, as well as their ability to work closely with City staff and provide high-quality services. Some of the key challenges and considerations for this project include: • Compliance with federal funding requirements and WSDOT Local Programs • Coordination with the U.S. Army Corps of Engineers and other stakeholders • Cultural resource sensitivity and potential archaeological site impacts • Maintaining traffic and access through Columbia Park during design and construction • Coordination with Columbia Irrigation District facilities and other utilities • Environmental permitting and potential in-water or near-water work restrictions. The selected consultant will be required to sign a Professional Services Agreement with the City of Kennewick, and the contract will be on a time and materials basis with a not-to-exceed amount. The following are some of the key deliverables required for this project: • Submittal and completion of SF299 form and all cultural and environmental documentation required by USACE • Submittal and completion of NEPA and other cultural and environmental documentation and permits • Submittal and completion of all required documents to fulfill the City of Kennewick Shoreline Permit • Design drawing compatible with AutoCAD C3D 2018 or later • Geotechnical report with subsurface investigation • Stormwater design including a stormwater management/collection/treatment report • Structural Engineering • Identification and coordination of any impacted adjacent public and private structures • Collaboration with the City to create and implement a communications plan for public interaction during design and possibly construction • Submittal of 30%, 60%, 90%, and final design plans, specifications, and estimates • Completion of bid-ready documents by Summer 2027.
