PROPOSED SOLE SOURCE AWARD: VEHICLE TRACKING SYSTEM SOFTWARE SUBSCRIPTION

The Westchester County Department of Public Safety and the Bureau of Purchase and Supplies intend to recommend the issuance of a Sole Source award to StarChase, LLC for subscription renewal and warranty services related to the County's vehicle tracking system. The system is used by the Department of Public Safety to assist in suspect tracking and vehicle pursuit management through real-time GPS technology and mapping integration. Services include continued system access, CoreView mapping, and extended manufacturer warranty coverage to ensure uninterrupted functionality of the installed systems. The total annual cost for the vehicle tracking system subscription and warranty services shall not exceed $29,536.59. Key deliverables include: • Twelve-month subscription renewal for Guardian VX and HX systems • CoreView mapping access, GPS data services, and user portal access • Manufacturer warranty extensions for applicable Guardian VX devices • Technical support and data access continuity for field and administrative users Any vendor that believes it can comprehensively provide the vehicle tracking system subscription and warranty services identified in this notice, or an alternative solution that meets the County's requirements without disrupting existing operations or requiring replacement of deployed StarChase hardware, must submit a Statement of Capabilities in sufficient detail to determine if the specifications and requirements can be met.
