School Health Services Support

The Colorado Department of Health Care Policy and Financing (HCPF) seeks a qualified organization to administer the State’s School Health Services (SHS) program. The contractor will design, implement, and maintain an online cost‑reporting system; conduct annual cost reconciliations; develop and execute audit plans; create eligibility‑matching methodologies; provide extensive training (in‑person, virtual, recorded) for SHS providers; host stakeholder and bi‑weekly project meetings; set and update interim reimbursement rates; and deliver a suite of reporting and consulting deliverables throughout a contract term of up to five years. • Develop and maintain a secure online Cost Reporting System (test, production, annual updates). • Perform annual cost reconciliation, settlement reporting, and Medicaid Administrative Claiming support. • Design, implement, and update an SHS audit process, including full‑year and in‑depth reviews of all providers. • Create matching methodology for Medicaid enrollment and IEP utilization ratios; deliver annual reports by specified deadlines. • Deliver a minimum of four annual training sessions (mix of in‑person, virtual, recorded) plus quarterly system trainings and refresher courses. • Host up to three stakeholder meetings each fiscal year and bi‑weekly project meetings with HCPF staff. • Establish and submit interim rate methodologies and annual rate adjustments. • Provide ongoing help‑desk support for the Random Moment Time Study (RMTS) and cost‑reporting system. • Submit numerous deliverables (training plans, audit documents, rate calculations, newsletters, reports) on strict timelines. • Contract includes a start‑up period (Mar 1 2027 – Jun 30 2027) followed by an initial one‑year operational period, with options extending the total term to five years.
