Detention alternatives, stepdowns and diversions - RFP

The Colorado Department of Human Services is seeking to contract with two or more independent vendors to provide detention alternatives, stepdowns, and diversions for youth screened out of detention or ready for placement in lieu of detention in residential settings. The selected vendors will need to demonstrate expertise in delivering evidence-based treatment interventions for children and youth with co-occurring mental health diagnoses and substance use disorders, history of severe trauma, and other challenges. The contract term will be from July 1, 2026, to June 30, 2027, with the possibility of renewal for up to four one-year terms. Key aspects of the proposal include: • Demonstrating the ability to meet licensing requirements and provide services to the target population • Describing a plan for utilizing incentive funding to improve client outcomes • Outlining the proposed programming, including daily schedules, staffing patterns, and community engagement • Detailing the program's approach to discharge planning and collaboration with school districts and placing authorities
